Ghana Maritime Authority Approved.

Foss Services Limited is an approved seafarer recruitment and placement provider under the Merchant Shipping Act, 2003 (Act 645). Our GMA certificate is renewed annually through a full compliance audit of our processes, contracts and records.

The GMA operates under the International Maritime Organization (IMO) framework and enforces the Maritime Labour Convention 2006 (MLC 2006) requirements as incorporated into Ghana's maritime law. Only agencies that pass the GMA's audit — covering seafarer contract documentation, fee structures, welfare provisions and repatriation guarantees — may legally recruit and place Ghanaian seafarers on domestic or internationally flagged vessels.

What the Maritime Labour Convention means in practice.

No seafarer fees
MLC Reg. 1.4 prohibits recruitment agencies from charging seafarers placement or registration fees. Foss Services charges candidates nothing — ever.
Compliant Seafarer Employment Agreements
Every maritime placement includes a GMA-compliant SEA specifying wages, hours, leave entitlement and repatriation terms — reviewed and signed before the seafarer joins any vessel.
Repatriation guarantee
The cost of repatriation at the end of a contract rests with the shipowner, not the seafarer. We ensure this is documented in the SEA and understood by all parties.
Medical and welfare
Sick pay and medical care must be provided for at least 16 weeks from the date of any injury or illness sustained onboard. We advise employers on their obligations at the point of hire.
